This is a rare opportunity for a highly experienced Senior Program Manager to lead work that will help shape the future of public safety communications across NSW.
Our client within NSW Government is delivering critical groundwork for the Public Safety Mobile Broadband program, a next-generation capability designed to support emergency services and public safety outcomes across the state.
This is not a standard ICT project management role, and it is not a pure strategy or policy role. It requires a senior operator who can lead across integrated ICT, telecommunications and infrastructure delivery, while managing complex commercial, vendor, government and operational stakeholder environments.
You will operate in a high-visibility environment with exposure to senior executives, central agencies, industry, and public safety stakeholders. The role requires confidence, political judgement, delivery discipline, commercial awareness and the ability to keep momentum in a complex, multi-agency program.
The opportunity
The Public Safety Mobile Broadband team is responsible for producing assurance-ready and market-ready outputs that will directly inform government investment, procurement and delivery decisions.
As Senior Program Manager / Strategy Lead, you will lead complex program activity across business case development, requirements, market engagement, commercial strategy, delivery planning, risk, assurance, stakeholder alignment and executive reporting.
You will need to quickly understand what matters operationally, where delivery could fail, what decisions need to be made, and how to move the program forward in a credible, evidence-based way.
What you must bring
We are looking for a genuinely senior Program Manager with demonstrated experience leading complex, high-value programs across integrated ICT / Telecommunication and infrastructure environments.
You must be able to demonstrate:
- Senior program management experience across integrated ICT, telecommunications and/or infrastructure delivery
- Demonstrated and extensive experience in working with NSW Government and/or Federal Government stakeholders
- A track record leading major commercial or business programs with complex contracts, vendors and dependencies
- Strong executive-level delivery accountability, including reporting, assurance, risk and issue resolution
- Experience operating in complex stakeholder environments, ideally involving government, public sector, regulated sectors or critical infrastructure
- Strong commercial awareness, including procurement, vendor management and contract dependencies
- Excellent communication, negotiation and influencing skills
- The confidence to provide clear advice under scrutiny and maintain momentum in ambiguous environments
- The ability to work hands-on, not simply coordinate or report from a distance
Highly regarded experience
- Public safety communications
- Mobile broadband, telecommunications networks or critical communications
- Emergency services, policing, ambulance, fire, defence, transport, utilities or critical infrastructure environments
- Major government programs involving central agencies, industry engagement or procurement
- Large-scale market engagement, business case, commercial strategy or investment decision support
- High-assurance or mission-critical environments where reliability, coverage, service model and operational readiness matter
Important fit note
This role will not suit candidates who have only delivered software or application projects without broader infrastructure, vendor, commercial and operational complexity.
Having government, an in particular NSW government / federal government experience is essential.
The successful candidate will be someone who can operate across both worlds: ICT/telco/infrastructure complexity on one side, and senior stakeholder, commercial, government and operational decision-making on the other.
What you will be responsible for
You will lead and coordinate a complex program of work involving ICT, telecommunications, infrastructure, vendors, commercial dependencies and senior government stakeholders.
- Leading integrated ICT and infrastructure program delivery across multiple delivery domains
- Engagement with various stakeholders at different government and private sector entities from C level to first responders.
- Driving program momentum, resolving issues and maintaining clear executive-level visibility
- Managing complex dependencies across vendors, agencies, commercial workstreams and operational stakeholders
- Supporting business case, market engagement, procurement and commercial strategy activities
- Translating operational and stakeholder needs into practical delivery increments, success criteria and decision points
- Identifying, articulating and managing key risks, including operational, commercial, technical, coverage, service model and integration risks
- Preparing clear executive reporting, assurance material, briefing inputs and decision papers
- Facilitating workshops and senior stakeholder forums to build alignment and resolve issues
- Working with subject matter experts to ensure options, recommendations and delivery pathways are credible and evidence-based
- Strengthening governance so that decisions are made quickly, clearly and with the right level of assurance

Your first 60 days
In the first 15 days, you will build operational grounding, understand the current telco and vendor environment, identify the highest-impact risks and establish a clear working rhythm across delivery and stakeholder forums.
From days 16 to 45, you will help translate requirements into practical delivery increments, success criteria, dependencies and decision points.
From days 46 to 60, you will strengthen confidence in the delivery pathway by validating key assumptions, closing high-risk gaps, improving operational readiness and providing a clear forward plan.
