Infinity Pro is seeking Senior ICT Project Managers / Program Managers with strong financial and commercial management experience for contract opportunities with a Federal Government agency.

The positions focus on ICT operating and capital budgets, infrastructure running costs, procurement and vendor negotiations. You will provide strategic advice on technology investment, hardware and software acquisition, contract arrangements and infrastructure refresh programs.

Candidates who have Project Management experience with FinOps, Technology Business Management (TBM) or IT Financial Management (ITFM) backgrounds are encouraged to apply where they also bring the public-sector ICT budgeting, procurement, commercial and project/program-management experience outlined below.

This is more than a general project-delivery position or a cloud-cost optimisation role. The scope includes technology cost transparency, financial governance, investment planning, vendor strategy and executive reporting across ICT operations and capital investment.

Essential Experience

• Specialist experience in program and project management, strategic planning, IT financial management, reporting, procurement and contract management, ideally within Federal Government
• Experience managing complex ICT operating and capital budgets, including CapEx/OpEx forecasting, allocations, accruals, analysis and financial reporting
• Public-sector experience in ICT cost analysis and optimisation, investment planning and policy
• Experience establishing ICT cost management teams and governance/control frameworks for infrastructure running costs within the public sector
• Experience implementing ICT cost transparency solutions within the public sector
• Strong vendor negotiation, contract renewal and commercial strategy experience
• Experience providing strategic sourcing and procurement advice for ICT hardware, software and related services
• Strong knowledge of ICT running-cost programs, infrastructure capital planning, workforce management and software licensing
• Experience producing executive performance reports and tracking benefits realisation
• Ability to work effectively with finance, procurement, architecture, business and ICT stakeholders
• Ability to provide high-quality strategic advice in complex, high-risk ICT environments
• Current Negative Vetting Level 1 security clearance, with the ability to maintain it throughout the contract

Highly regarded but not essential

• Experience in KPI and performance management, including forming, maintaining and leading teams to achieve organisational objectives
• Experience establishing and maintaining appropriate quality-management practices across projects, teams and functions

Relevant FinOps or TBM experience can help demonstrate your approach to technology cost transparency, cost optimisation and financial accountability.

What you will work on

• Manage infrastructure running-cost and capital expenditure, with financial oversight at both portfolio and project level
• Support technology cost transparency, expenditure analysis and financial governance across ICT operations and investment
• Provide strategic sourcing, procurement and commercial advice across major ICT initiatives
• Advise on vendor negotiation strategies, contract renewals and commercial terms
• Assess commercial risks and support effective risk management
• Contribute to procurement strategies, plans and supporting documentation
• Support ICT investment priorities and infrastructure refresh programs
• Lead and oversee programs, monitor performance and report on effectiveness
• Prepare executive reporting covering budgets, expenditure, performance and benefits
• Work with internal teams and external suppliers to support delivery and informed decision-making
• Transfer knowledge and build capability within the agency’s workforce

These positions can be performed from Canberra or Sydney. Hybrid working arrangements will be considered, but candidates must be available to attend onsite when required for business needs or emergencies.

The opportunity

This opportunity suits an experienced ICT project or program professional who wants to apply their financial and commercial expertise to technology expenditure, investment planning and procurement decisions.

FinOps Managers, TBM Leads, IT Financial Managers and IT Commercial Managers with the required public-sector experience and project/program-delivery capability are also encouraged to apply. The emphasis is on demonstrated experience managing technology costs and commercial outcomes, rather than a particular current job title.

You will work across finance, procurement, architecture and technology teams, providing advice that supports long-term commercial outcomes and effective use of ICT budgets.

Your CV should clearly demonstrate your experience managing ICT operating and capital expenditure, improving cost transparency and governance, negotiating with vendors and delivering outcomes within the public sector.
